Dr. Andy Newton

Andy operates a specialist consultancy, with a small team of experienced practitioners. He is also Chairman of the HPAC Panel and is a past Chair of the College of Paramedics. He held Director level positions, coupled with a consultant paramedic role, which was the first such appointment of its kind, for 11 years in the NHS and has extensive experience in the ambulance service and education sectors in relevant areas of regulation. 

 

Areas of particular note are the authoring of the original Standards of Proficiency (SOP) for the Health and Care Professions Council's (HCPC) predecessor organisation, which is essentially the UK government’s regulator of Paramedics. The development of the first specialist practice programme for critical care paramedics at the University of Hertfordshire in 2004 where he was the Paramedic Programme lead for the first full-time Paramedic degree course and also the development of early Paramedic Practitioner initiatives.

 

During his tenure as Chair of the College of Paramedics, and while serving as an NHS director, he jointly chaired the Health Education England (HEE) committee that resulted in the transition of paramedic training to university-based Paramedic Programmes. He also contributed to several national NHS committees, including those focused on the development of trauma networks in England and other significant thought leadership initiatives.

Experience


• International Consultant in all aspects of Pre-hospital Emergency Medical and
Paramedical Services, including system leadership and design, regulation, governance and standards. Recent projects in the UK, The Republic of Ireland, Germany, the United States and UAE.

 

• Led the UK Paramedic Profession as Chairman of the College of Paramedics for seven  years and served on many Department of Health (DH)/NHS England and other working groups, including co-chairing the National Education Standards Steering Group with HEE and participating in both Trauma Network and Urgent Care development groups.

 

• Clinically active, registered to practice in the UK, the EU and the United States, with extensive ground and air ambulance experience.

• An experienced, Executive and Non-Executive Director, Clinician, Educator and Researcher. Recognised as a tireless advocate for Paramedics in the UK and abroad.

 

• ‘Expert Witness’ for a variety of complex legal cases involving Paramedics and pre- hospital care. Experience of working with national enquiries and the Independent Office for Police Conduct (IOPC) as well as many other legal specialists.
 

• Among the first cohort of Paramedics to be trained by the London Ambulance Service (LAS) pioneering the Paramedic concept and later seconded to London Helicopter Emergency Medical Service (HEMS) undertaking multiple tours over five years; where he developed the HEMS call screening, tasking and mobilisation system.
